He was biased with Vegeta as he rated Vegeta not as a villain but as a character to the entire story . On the other hand he rated Buu based on all his forms yet never did that for Freeza or Cell . If I have to say though Buu was my favorite villain because back in the day he felt the most unique one . All villains would talk mad shit yet always failed to accomplish anything while Buu just was figuring things out and when his evil side won he DID started to get like the other villains as he started to become more humane I guess but than Kid Buu showed up with that insanity . Easily the most insane and mindless destroying character at least I have seen in fiction . Honestly unlike any other villain in DBZ he was only defeated due to plot . You know what I think would have been amazing ? If Toriyama-sensei would have thought about the whole God's lore while writing DBZ and introduced Beerus and Whis while Kid Buu was wrecking everyone . Than Beerus makes easy work of Kid Buu and the story to DBS continuous .
