So therefore he has every reason to hate humanity since it was the people of the world that made him feel like and become a monster. Yeah, they didn't choose to be this way, Waylon didn't have a choice to suffer from his condition, unfortunately people like Mr. Freeze, Clayface and Two-Face are a result of Gotham's worst. Roland Dagget created Clayface, Ferris Boyle created Mr. Freeze, Sal Maroni created Two-Face... Humanity created Killer Croc.

In Batmaan Unlimited: Mechs vs Mutants, Killer Croc had became a giant, Godzilla like creature after being injected by a serum mixed with the powers of Bane, Clayface, and Chemo! He even had freeze breath! Mr. Freeze's goal in that movie was not about curing his wife, Nora, but to be alone.

He was also in a relationship with June Moone, aka The Enchantress, and I have to say that the two actually had a very wholesome and sweet relationship together, with him calming June down when she tended to lose control over the Enchantress, and June taught Waylon how to read and made him feel loved and appreciated, both actually had a very deep love for one another, practically true love.
