1. Microsoft owns both the Gears of War and Killer Instinct franchises so I guess they were like "Let's drop RAAM in this game." 2. I believe you can purchase him separately or in a season bundle with other characters.

Look at the original KI. A werewolf, a resurrected skeleton, a cyborg, an ice alien, etc... TJ was just a stereotypical black boxer

They inflict potential damage on the opponent. You'll see part of there life meter start flashing and it expanding the longer the Kryll are out.
