it slows the opponent down and makes almost everything punishable

It also makes your jump super floaty. It makes it easier to command grab you in the air. For characters like sadira, kim, glacius and thunder who have floaty jumps already, it makes their jumps almost ridiculous. I think it manipulates frame data for every move by increasing startup frames and recovery frames by a certain percentage. So your moves take longer to start and longer to recover from.
