This is truly amazing if he wants to help the rest of the country because from what I seen in Pyongyang it does look like things are improving for the better so if they have the means then I would imagine they would want to extend that to other parts of the country or if not just expand the capital.

because just 25-30 years ago much of the country was starving to death. There has been genuine recovery and marked improvement in standards of living since then despite the continued western sanctions and economic warfare. It's not like South Korea is much different, when we had Park Chung Hee pass away basically everyone was crying (he set the groundwork for unprecedented economic growth). People will genuinely appreciate leaders that work to improve their lives
