Since Paradis is very unadvanced compared to any other country, they cant even fight against 1 country. And Paradis has to fight the military force of all the allied countries together. This is what you said would mean. Also Eren would have to convince Zeke to help him otherwise they wont stand a chance with the limitations on the power. And even if Eren somehow managed to convince Zeke, that would mean they have 1 year at best to do anything. Then someone else would need to take over Eren's titan and there would also be a need of another royal blood titan which would mean Historia or someone related to her, which Eren refuses to sacrifice any of his friends, so that would go against his goals. Even if there was a way to keep the full power of the founding titan without sacrificing the lifespan of someone important to Eren, that would mean both Paradis and the rest of the world would participate in war for a very long time. There will be great losses on both parts. But what Eren realized more than anything is that, the rest of the world wont stop at just getting control over Paradis, they will keep killing until there is no eldian alive anymore. So basically Eren is doing to them what they want to do to Paradis. It doesn't sound right, but from this moment there is simply not enough time or opportunities to make things right with another method. Eren barely managed to infiltrate Marley and they already planned to declare war on Paradis with the formed alliance. What else could he possibly do to protect those important to him. Im not saying this is the right way to do it, Im saying that it is too late for Eren to try and find a right way. He's going for the sure way.
