To be honest, it is all by ear. I sit down and I tune them fairly low while making sure the top head is not too loose while the bottom head is tuned higher then the top head. As far as the snare goes, I like my snare pretty tight so I crank it pretty tight and then I mess with the snare wires tension until I find the sound I like!
