It’s kindred’s passive and basically the buggest thing to know for them. You click on one of those guys at the bottom of the screen and it lets everyone know (including the person you mark) that you are going after them next. If you kill them after 5 seconds have passed from you marking them, you get a stack which gives those increases he was talking about.
