It's very simple. Andrew has a legal lease on Royal Lodge. That lease is with the Crown Estate, not KC3. If Andrew can afford to run and maintain his home in accordance with the terms of his lease, whatever the King wants or thinks about where he lives is irrelevant. If he can't, then he has various other options available, and doubtless he and his financial/legal advisers will work something out, as and when necessary. Whatever the King decides to pay personally towards Andrew's security and living expenses is an entirely separate matter, and one which is private between them, since it does not involve the public purse.

Eugenie was using Frogmore Cottage when H & M first went USA It is within the grounds of Windsor Castle. P Andrew could relocate there & still have a great security provided for him.
