So here is how I get it input command for him selecting Omega Rugal in the AES version on the character select screen highlight Rugal and Hold the start button and once you do that Omega rugal will be highlighted press any button to select him and remember this only works for the AES version it also works in the Neo Geo CD version of that game

Omega Rugal is totally playable in consoles and UM version.
