Rebel clause skills uses hp I feel like he either going to be op with lifesteal or be like chase where he can only get lifesteal from his uw or something

Yes one of my concern is that he will be too similar to Chase gameplay wise or he will replace Chase. My other concern is that TM gear skill 25% damage with >95% hp won't be useable on either him or Chase =/
