Nuketown2025 is based on what they thought the future would look like in the 1950s. We do have hydrogen cars, which is pretty close to cars running on water.

I'm pretty sure that Nuketown 2025 wasn't supposed to be what the devs thought 2025 would look like, it was supposed to represent what people in the 1950s thought 2025 would look like. It's supposed to represent the old Atompunk aesthetic, like what we see in Fallout and shows like The Jetsons. That's why the cars look very 50s-like.
