My guess is that it was originally meant to be Elsa. But based on what I heard, her role and interaction with Sora and other KH-characters had to be reduced on the last minute, cause Disney announced that they don't want this story to cause drawback on the image she had for the young audience. Supposedly, the Organization was meant to be manipulating Elsa, using her powers against Sora and the others. That's might be why Hans makes such a short appearance; only 2 brief scenes, not a single line, and no one else(including Anna) even mentions him.

For excample, with some work they could've made this a pretty enjoyable adventure about Sora and Anna becoming friends for life.
