It's fully rng, you can put the bus stop and tower at last or something maybe because the limit of things they can spawn but for other things (like 0:30), I find lots of things there so if I listened your advice and don't stop at that place, I would lose around 15l of gas, 2 engine, 6.9 l diesel, a glock etc.
