Im fairly sure hes using ReShade. Common tool to overlay various filters to change the looks of many games. But from what i can tell he has never said anything about it and which ones etc. And i dont think he will as he ignores all of these comments about it. I use it myself and it looks better than vanilla but not like this

Такую графику можно сделать с помощью Nvidia если у тебя видиокарта этой фирмы! Забей в инете как поднять насыщенность и цвета для Nvidia
