i think in katakuri's case he trained himself to have it on all the time, because of his backstory where he could not foresee that brulee would get attacked, that's why everyone says he can see the future even though is just observation haki that other people have. Big mom probably has better observation haki but not on all the time

I'm pretty sure they have to ACTIVATE their Observation Haki. It's not like everyone who has Haki is walking around the Observation Haki on 24/7. Just like Armament Haki where they have to ACTIVATE it.

Well, Luffy did sense them and Kaido didn't but kaido hasn't received a crash course from the ultimate master (as far as we know) in observation haki. Also, I feel like it has always been of limited use to him, seeing as he can in most cases just tank any attack thrown his way. It actually just might be how Shanks gained an upper hand over him (if they really fought then) when he was heading to Marineford.
