REALLY OLD comment but I'll reply just in case you still haven't found out why. Pinhe constantly tells the Player-Milletian that she can't hear any thing that you or Caswyn is saying because of the voices inside her that's guilt tripping her. And this BGM is for her Apostle form, so it makes some sense. Its Korean Title is: "Cannot Hear Anymore", which fits her situation even better than "Complete Silence" but both works somewhat.

Or As i prefer it She made a contract with ladeca to be come a magical girl(it was just to save her life and she was tricked as to what the cost would be) and this is where she becomes a witch. I cant be the only one who hears the similarites with the madoka magica witch themes.
