As I see it ,this issue has been mishandled from the start by all concerned . The simplest remedy was for the YDPA who was supposed to have issued the addendum to reveal whether he did issue the titah or not, the moment the controversy started , and thus avoided tha whole drama of affidavits and speculations which dragged on for months. Furthermore the PM should have acted immediately and issued an official clarification to set the record straight , instead of abdicating responsibility by claiming he could not interfere in this matter.
