The other person is named Fang Hua (pinyin: fáng huá), he's a (fairly small) cover artist active on bilibili. He doesn't seem to be a voice actor as of yet nor could I find any other details on him. He posts a lot of covers on his bilibili channel though, his channel name is 防滑啊.
