The point of using the transistors is that the base of each runs from the counter chip's pins. Each transistor controls power one or more resistor networks, which are powered mostly straight from DC, though I think one or more LEDs might be powered from a pin. Otherwise you'd need a more complicated network of diodes to control which sets of LEDs get activated. You don't need transistors for all configurations, as some always activate together, such as the two outer ones in the middle. That's my vague recollection from when I built one of these boards.
