Flared jeans are similar to boot but the difference is the flare Jean is more of a taper or fitted jeans that get very wide as they go down the leg from about the knee all the way to the cuff

Flare jeans go good with Alexander McQueen sneakers and any other chunky sneakers they don't go good with narrow sneakers like air force 1s and jordans.
