Good evening Kizzy. I enjoyed your video but I was curious about one point you made. If the contract opportunities are for total small business and as you stated it's best to look for a large business. Isn't that considered as a pass through technique illegal in a middle man strategy? I was under the assumption if you want to do the middle man strategy and utilize the set aside as a small business you will need to find a like size business to make it legal. Going in as a total small business as the Prime contractor and subcontract to a large business that wouldn't be qualified to my understanding is the pass through technique illegal if you get caught.

It can be either as it’s all based on the regulations tied to the bid. Remember. Not all agencies follow the FAR.

@@KizzyParks I'm not sure about that Kizzy. Any contract officer worth their weight in gold would surely follow FAR clauses. There is a reason for set asides when regards to small business so it's somewhat risky in my opinion to go against the clauses. Anyhow thanks for the response.

But what I mean is ... for example I saw a posting for a laser tag facility that needs to be built somewhere ... in order for me to subcontract that out to a business who can install laser tag, would I need to get an agreement in place with the laser tag business first? Get their complete quote and then bid? Do I tell them I'm bidding on Sam and that they are a subcontractor? That's the kind of thing I'm wondering. If it is a multi year contract, do you just copy the same price quoted by the subcontractor? Also, do you let the subcontractor know that it is a possible multi year contract?

Rarely an agency may state that. If they do, it’s located in the document. There is no one section to look in. But instead you will need to search the entire document. Just use the find option.
