I don't know much about wallpaper engines actually and would want to know more but this is an artwork of ST AR-15 (yes, that's her name) from Girls' Frontline (GFL). GFL is one of the most famous mobile gacha games out there behind Fate Grand Order and Azur Lane and in general. Communities of mobile gacha games have a large number of artists that draws fanart of it and is usually pretty good (most exclusively draws the gacha games they play). And lastly, the higher ups of these community in arts are really fucking good. I'm pretty sure the artwork is original just an artwork and isn't animated. Lots of ways to animate things like this and if you're actually professional and a veteran, this artwork would take like 3 - 7 hours without the audio sensitive effects. I mean seriously, if you want some good anime wallpaper. Go to Pixiv, go the mothly rankings or something. Pick ones you like and there's actually "related illustrations" there like how KZbin suggest videos below this video and this feature usually have the same quality, theme, tags, and artist of the original artwork. Pretty dang good.

Original song is from 2010. "Deadmau5 feat. Greta Svabo Bech - Raise Your Weapon" I don't get why it's not credited anywhere though. Deadmau5 is famous for his extra long buildups. And they are always so satisfying. For example. "Deadmau5 - Right this second" has 2:36 long buildup. And in "Deadmau5 - Strobe" buildup is technically 3:30. But it's not that simple. You can treat everything before 6:24 as buildup. This is where the real drop happens, where all the things come together.
