It's looking stronger because he is currently playing at lower ranks. Legendary players like Knee and Arslan were strong before and will remain the same for life. It's just a matter of time till they build up muscle memory of the new mechanics and they will rule tekken again .. ❤

To be honest paul is still same the only buff he got is 13frame f2 sway into deep dive is useless (even) in combos he cannot end with demo man and f1+2 hold takes alot of frames so it is not so good to make paul intresting he need new moves to add in his combos every character has cool combos and paul combos are still same as tekken 7
