You get it from the last section of the game, you need to be doing the true ending and then a lot of these weapons show up in the shops and the dragon weapons are traded at the dragon forged guy for the wyrmslife crystals

How do you get the dragon's dogma sword? I know you are supposed to get it from the bay wayside shrine but how do you get it to sell you weapons. Do you need to be in new game plus or in the unmoored world?

after you beat the main story you start the end game and thats when you can buy most stuff from the wayside shrine , so you most likely will only use it during said end game or in ng+

Do you need to trigger the secret ending, finish the endgame, and then start new game plus in order for the shrine to sell weapons? Does the shrine sell weapons in new game plus once the endgame passes?

After beating the game once, all vendors open their whole stock. Including the guy you give wyrmslife crystals to. He sells you all the dragon related gear and can upgrade your weapons and armor to level 4
