He doesn't let his emotions cloud his judgement very easily. That's why he's respected by his peers and his enemies alike.

God the rivalry with frank is so forced. Even assuming the man who grew up in the 1930s actually gives a damn about rapists and gang bangers getting shot the idea that Frank is taking the 'easy way' because he just shoots them is ridiculous, the man has literally never hurt an innocent.

Cap never wanted to kill anyone. He just wanted to keep people safe. He has always wielded his power with reluctance, because he's known what it was to be powerless. He's known the desperation the weak are pushed to. He sees Frank as someone who revels in violence, if exerting power over others, who enjoys it. Essentially another bully, one who's known power all his life and taken what he wanted by force. All the good he does is incidental. That his victims are more deserving does not change that. Of course, Cap and Punisher are just mirrors of one another. One fought a war for justice and became a hero-the other was used up and spit out into a broken society. They're both shaped by the times they lived in.

You do realize that even Frank knows he shouldn't be looked up to, right? Frank knows that his way of doing things is wrong, but is too blinded by his rage to stop himself. Cap is entirely in the right for not respecting Frank, and Frank agrees with that.
