if you read and interpret the act it says anything that sticks on the glass is completely banned. The tint you are talking about is only valid for company manufactured tinted glass not for tinted films.

In the case of-Avishek goenka Vs Union of India Supreme court clearly ruled that nothing should be pasted or attached to the windscreen and side window, it is not about VLT it is about the pasting of black film from out side only mirrors can be placed from the manufacturer of the car company according to the VLT limit provided. Don't misguide the general public and yes this 2012 judgement is applicable in whole of india not the High court judgement and police do have authority to make challans regarding the same.
