The term "pastors" as used in the book of Jeremiah doesn’t refer to church leaders in the modern sense. The Hebrew word translated as "pastors" in some Bible versions is better understood as "shepherds." Jeremiah uses this metaphorically to refer to leaders, particularly kings and other rulers of the people, who were responsible for the welfare of the nation of Israel. In Jeremiah, these shepherds are often criticized for their failure to properly care for, lead, and protect the people (see Jeremiah 23:1-4). This is not a reference to religious leadership in the New Testament sense, but rather to political and moral leadership.
