It's a way of saying that things are confusing and or crazy and you're just doing your best to keep the situation from getting worse. By substituting "fish" he's saying that the situation is exponentially more messed up and can't make sense of it. It's obscure. Kinda like the saying "queer as a football bat". Imagery and clever wordplay are not only fun, they also drive a point home better than a simple generic statement. Saturday night my buddy asks if I wanna drink a few. I could answer "yeah, ok". But I say "Sure as God's got sandals" or "Does a duck with a hard-on drag weeds?".
