The game summons wardens based on player-caused vibrations, and the dogs were causing vibrations and eating up the cool down so you couldn't cause any. It's a miracle you managed to summon the first one. Standing on top of the screaming blocks causes them to scream and summon warden's as well.

what I find hilarious is that while skulk sensors detect all sounds, but only alert the shriekers from player sounds, he had soo many dogs the sensors were stuck detecting those so the warden couldn't appear, but also felt like the warden was too scared of the dogs
