i never see hok youtuber show the detailed stats of arcana so NO. like how much atk, hp, pen, lifesteal, crit, movement speed you're supposed to have in a build and adjust it with stats gained from items for min max in purpose or theorycrafting. so far nobody doing this not even this channel.

You are not seeing anyone doing it because it's not necessary. Not even pro players do it

it's necessary because that's exactly what i do before jumping in a match. all pro player also doing that otherwise they have no idea what they're doing. nobody uploading videos of theorycrafting because they tend to keep their build for themself and refused to share, including me.
