The Americans hoped The Japanese would build up a military and help in wars but the Japanese only built a defensive military. But nowadays Japan is ramping up it's military spending and is being more agressive.

America intresing also tried that kinda with korea (they where also looking into what happened to a merchant ship that illegally by Korean law went up there river to there capital, and the ship was burned and survivors killed, it's now depicted on north korean postage) US even took a fort on a island and many prisoners in like less then 20 minutes they expected Koreans to negotiate for these but the koreans basically keep em and the island. US didn't really want to go to war in a foreign land, and they already proved to other powers that they weren't weak and did retaliate.
