It does not. What makes people a Koreaboo is declaring that they are Korean even though they are not. Learning the language doesn't make you a Koreaboo if you use the language appropriately (that means not learning Korean so you can tell your favorite that they are yours and you would kill for them) but to understand what they are saying in kdramas a kpop lives and other things like that.
