The video is just set in the Songkran festival, which is 'official' Thai new year festival celebrated from Apr 13 to 16. People splash water to one another. The white powder just represents Thai culture of using it to bless others by putting it on other's face. The powder itself is called "din sor pong" in Thai. They dissolve it in water and use it. I'm not sure how this tradition came in the past but your guess about that most Asian people want to have fair skin color could be possible. However, I guess the powder just makes you cool down from the hot weather in that period, which is summer in Thailand.

The white powder is mainly used by Burmese (Myanmar) and some small Thai provinces as cooling powder (because it is hot). During Songkran (water splashing festival) so people use it as a game to play with others since everyone is wet. Hence, this video is not about parody of the white powder. It is more about the typical Malaysian (or Asian outside Thailand) who visit Thailand, and find the women so beautiful and want to court her. (date her). But since he cannot dance Thai chacha, the current trend, he think how he can win her, so he figured it out, if he copied the moves of daily Thai activity, people harvesting mangoes (Thailand lots of mangoes), or putting make up (kratoey and women love makeup), or making spicy expression, so he can master the Thai chacha dance and impress the pretty girl.

Songkran festival in Thailand (water splashing festival), where ppls splashes water to each other on the streets as a blessing. They also soak the body/baby powder into water, and wipe on ppls' face as an act of blessing as well. Also a trick to get to know/ice-breaker to someone you find interested on the streets during the festival.
