Though if you want to get technical, he wasn't the villain. Since no one can escape death, heroes and villains alike. If only they had him hidden in the previous movies before certain characters met their ends, cause THAT would have been so meta. Like having him in the church before Farquad got ate, or before godmother got bubbled, etc. Even just some burly guy in a cloak would work.

If we’re going off the perception of Death being an impartial entity, this version takes far too much pleasure in personally seeing to someone’s demise. He’s clearly mad at Puss for “wasting” his lives and having so many of them to begin with. He relishes the smell of fear in those who for whom the bell tolls and chasing down those who resist. Sure, he grew respectful of Puss at the end but he did say they would inevitably meet again as all lives come to an end.
