according to Disney Kovu and Vitani's father is a rouge lion. same with Nuka's. idk why people always say kovu's eye color is "greenish blue" but it's not, it's just green. his name means Scar in swahili, so he was named after scar who only adopted him but didn't father him. i personally beleive Kovu is his reincarnation, to make up for the crimes Scar did and he does. there is evidence of him being a reincarnation though. the scar, his eyes, his facial expressions, pelt color, etc.
