The lines were braking because of the drought we had. The ground shrinks as water evaporates, causing the pipes to hold a lot of pressure, after the first few rains, the ground goes back to its original size pushing the pipes even more… The water lines braking was going to happen, the problem is when you have cronyism within the executives of Houston Public Works and they don’t know how to manage a public sector group.
