It is not a fraud because if you pay by card through the terminal, it is the official exchange rate, and if you pay in cash in Poland in euro, the restaurant has its own exchange rate and it is higher because it is related to the fact that the prices are different when buying or selling. For example, when I go to a bank or an exchange office and want to buy euros, the price is 1 euro = PLN 4.2, but if I want to sell the euro and exchange it for Polish currency, it is for 1 euro = e.g. PLN 3.5. Therefore, if the restaurateur goes to exchange euro for Polish currency, he would get PLN 3.5 and not PLN 4.2, so he charged you more so as not to lose money.😄
