I believe the ghost who wants their perfect body is actually Mettaton, not the Mad Dummy/Ghost. He was a ghost in Undertale too, who wanted a perfect body until Alphys came in. And Mettaton says the word 'darling' a lot too.

The few last seconds make me think: Swatch is a reference to MS Paint, he said he once help a Lightner to creating the NEO body. And what if Mettaton use that MS Paint to create the body in order to make the gift to the kid, but somehow couldn't make it and then abandoned? This is my new headcanon now.

0:26 Dialogue Alphys sprite sucks, it looks like literally half of her head was bitten off by Susie. You could do some dithering(pixel art technique for creating new colors from limited palette) for making shadow, and it would've looked better than just part of sprite erased
