You can catch a pal with a pal sphere (blue one) up to Level 30 if your capture power is halfway from full (although you'll need to find plenty and every lufmik [or whatever it's name is] energy around the map to even gain another level for your capture power) Currently am level 32 with a capture power of 5 and was able to catch that level 30 dragon Elphidran just fine (with given enough chances of amount of pal spheres to do so) although automatically unable to catch any pal level 31 or higher with a regular pal sphere. Probably until I raise my capture power again a couple times then I'll have that 2-5% chance again instead of denial with less than 0.5% If you struggle with getting a consistent or sufficient amount of ore to mine or find to automatically mine with mining level 2 pals, just be sure to have a crap ton of pal spheres (crafted or founded by Vixy's) and go searching and exploring around the map for the green energy totems so you can upgrade your capture power. It helps a lot. (at least for me it has so far) It's easier to spot them when it's night since they glow. If you aren't able to ride a flying pal yet, that's fine, you'll still find plenty cheeky ground level energy totems in crevices and on somewhat elevated but climbable heights.

Buildings decay when outside the area of your Palbox. The Palbox is the heart of your base, so you always want to have one down if your going to actually make an area your base of operations. And yes, building can be repaired. There's a repair kit that can be crafted. At least, that's how it's supposed to work. If they're playing on a server, then it may depend on server settings.
