The technique is called "datamoshing". How it works is, modern video formats will generally try to reuse as much of the previous frame as possible to save on file size. Most frames in a video are going to be very similar to the previous one, with just some movement and maybe a couple new things here and there, so most of the frames in a video file will be encoded as "P" frames that just store the changes, and then every so often you'll get a full "I" frame. Datamoshing is taking the "P" frames from one video and sticking them at the end of another, so that the changes are applied to an unrelated image. Gives you that distinctive smearing effect as the wrong image is moved around and eventually blurs into the correct video.

oh! something i just noticed is that with all the time she has spent in triple laser, chell has come to understand the ways of the world(s). when she interrupts the party, she panics for just a second before breaking the portals. it's the same with the Cube Gun: she's a little confused (since she hasn't had to use a Cube Gun before), but she gets the hang of it almost instantly. also notable is that her setup for the seam shot out of reality gets far less fanfare than the last time she tried it. the music keeps going (which i'm interpreting to mean that last time, she held her breath and this time, she didn't) and the lineup itself is shorter. she's mastered triple laser... maybe. ... the oob bender had better not be disappointed by this display.
