Cássio Marques that isn’t exactly what happened but it’s kinda what caused it. He placed it a little to the left towards top but the issue is that when minions spawned, he Aggroed the top tower minions last and ended up walking towards the final top minions which were considered in the top lane by now. And so Shelly then began her adventure of walking to the first tower in the top lane. In a hurry so be sure to ask or correct any mistakes that may have caused me to write

Stealth have two kind: camouflage & invisibility Control ward reveal traps (not disable) and disable trinket ward. But not showing invisibility.

It has a 2 second CD between blasts... so there is a cooldown, just not anything significant.

Elder dragon buff was made in order to end the game asap, they don't want games over 40-50 mins, so that's why elder dragon is the most important objetive at late, can give the losing team a comeback and win for good , or can give the last push for the winning team to finish the game. GA is still useful during late phase is just the buff that makes it useless because... that's how the buff is intented to work

So there was a bug a little while back that made some champions abilities global if used in the right place. Poppy was the easiest to abuse, ending games with literally hundreds of kills and all the cs. The people abusing it got perm banned, at least the obvious ones. Vandril has a video about it.
