Aired during The Adventures of Blinky Bill. The Australian animated children's series syndicated to the US market. Taped from the Fox (now ION) affiliate KTRV channel 12 in Boise, Idaho in February 1996. They also mentioned that the EBS would soon to be replaced with the Emergency Alert System, which took effect on January 1, 1997.

I've seen test mockups on KZbin that were better put together than this. It looks like someone took a character generator and slapped this together in less than five minutes. The closing test announcement even has "System" misspelled as "Sytem" in the first sentence.
