Are you sure it is 3/16/1990 and not 3/23/1990 because the scene before the Clairol commercial was from the 3/23/1990 episode. I looked at the screen grab on my Hulu

Seems a little surprising that they'd counterprogram March Madness with TGIF.

These episodes (at least the Full House episode, "Granny Tanny") were reruns. So they aired reruns for two weeks while March Madness was going on.
