Yes KVS is responsible for this. Kvs should ask the details of marks in online forms and filter out ineligible candidates. Because it is very difficult for a candidate to understand what kvs is actually demanding.

Mera bhi kal TGT math ka interview nhi tha. And the reason was ki humne physics and chemistry bus 1-1 saal padhi hai. Which is not even mentioned in notification as well ki 2 saal mandatory h ye subjects. each subject 3 yrs mein overall 50% .....not each year aapko 50% chahiye....agar kisi ek saal mein 47 huwa and nxt yr apka 56 suppose, den overall 50% up hoga.....in this case u r eligible..So ur point 2 is valid
