I saw this video last week. I sent emails to every council member, explaining how the chief was a liability, how a small town like that doesnt usually have enough insurance to cover police lawsuits, and if they do, the premiums will go up 10,000% after the settlements. They dont care about the public safety aspect of having a bad cop. They care about money.

It's not a training issue. It is a "arrogance of power" issue. The fact it is common knowledge in law enforcement that videoing is a 1st Amendment protected right. With very few exceptions it is perfectly fine for a citizen to video public employees as well as most areas in public buildings. There have been so many lawsuits and even SCOTUS rulings on the subject. We shouldn't be seeing things like this anymore but again, it isn't a "training" issue which is why it keeps happening.

If you did not know. Your barber and / or hairstylist are required twice the amount of hours of "training" to be able to be certified. Yes, police have less than half the skill training of a person that cuts hair. Lack of training is very much an issue.

The Constitution is clear. We all have the First Amendment Right to film our interactions from all public locations. Now...every officer swears to uphold the Constitution. Now prosecute the former chief for the federal felony of Deprivation of Rights Under Color of Law (Title 18 Section 242) he committed by stopping this man from exercising his First Amendment rights. Firing officers doesn’t stop them from moving down the road and abusing the rights of OTHER citizens at their NEXT department. Getting them convicted of felonies does. What’s that? No, I don’t hate cops. I’m a retired cop and a former internal affairs investigator. Officers who do something THIS egregious and this OBVIOUSLY illegal need to go to prison. That’s the only thing that will stop the epidemic of rights abuses we see on a daily basis in our country.

The problem here, and across America is not the Chief being fired, but that city officials backed the Police Chiefs for almost 6 months until this video went viral and they had to throw someone, in this case, the Police Chief, under the bus. What people don't know is that after Mr. Dallas was arrested, cuffed, and put in the back, the clerk, right in front of the Chief, went into Mr. Dallas recording device and deleted the video. With no video recording of Mr. Dallas innocent, the Chief, along with the clerk accused Mr. Dallas of being "malicious, menacing, and disorderly", yet throughout the interaction, Mr. Dallas interaction was respectful and polite. The clerk and the Chief thought they got away with framing an innocent man, the thing was, Mr. Dallas recording device automatically backup in the clouds, and he was able to pulled the footage. The DA dropped all charges, even before seeing the footage because they knew, recording in a public lobby is legal, whether Mr. Dallas was being malicious with his language or not, he has the freedom of speech. YET, even after viewing the footage, the Mayor and the entire City Council of Hazard continued to support their Police Chief, even after a lawsuit was filled, they continued to support their Police Chief, it's the good ol' boys. It wasn't until the local news got a hold of the video, than it went viral on KZbin, that still didn't do it, but when the entire county was upset and they went to City Hall, City Council decided that now, they needed a scapegoat and threw the Chief under the bus while still saving the clerk.
