The reason why some areas don't develop is bcoz of the freedom government has given people the liberty to sell or not to sell land in areas that have developed while they can't develop their land. Kigali was built with very strict rules that govern urban planning. Kagame ordered every one to build a structure according to the plan and if u can implement that u were forced to sell paving way for developers. Here in Uganda Museveni is handling us with soft gloves that's why it's difficult government to do it's developments. Did u know that people can refuse real estate developers to develop slums in Kampala?
