I guess there are characters that survived worse and got powers as a result, but there's nothing left to do with Phin from a writing perspective. She already completed her arc, so if she came back she wouldn't be a villain. If she came back, all that would happen is it would lower the stakes because we wouldn't believe a character dying off-screen again. Plus it would make Miles' life less traumatic, and we can't have Spider-Men being happy now can we?
