Um...I kinda feel obliged to point this out. Conrart says that there's some complex family matters regarding his birthday. He's also stated there was nothing remarkable about his father outside of his swordsmanship. And Gwendal was pretty spiteful towards his step-father. I think I have a theory here. Conrart was born a bastard, or he wasn't legitimate meaning his parents weren't married at the time of his birth. Essentially, his father may have been originally hired to work as Celi's guard and she ended up conceiving Conrart with him. At the time, she was still tied to Gwendal's father. So when the baby came out not looking like Lord Von Voltaire or Lady Celi, there was a problem. Thus Celi left Lord Von Voltaire and married Conrart's father so he'd be "legitimized" and not a bastard. Thus his birthday is a secret. Considering it looks like this world has a kinda medieval European time feel to it, the country would've treated Conrart even worse than normal if it got out he was a bastard and not legitimate, not to mention born during a time when his mother was married to someone else. Would explain Gwendal's animosity towards his step-father, plus all the secrecy around Conrart's birthday! Poor guy!
