There is actual 4 extra you can get once from the infirmary in the Fortress of Meropide. There is e Melusin there you can talk to, and she'll give you 4 Lumitoiles.

Oh my God that would drive me crazy. I was at 70 pity with no guarantee of getting him. So yes it was a 50/50. Did 5 individual pulls to save on wishes and luckily I won it. Already had everything for him just need these damn starfish. 😂

As a bonus tip, I recommend just having Neuvillette in the party. His passive, Gather Like the Tide, increases underwater sprint SPD for your party members by 15%. A good quality of life improvement in Fontaine.
